AI changes the shape of risk. The network draws the line.
When security is fused into the network, you don't chase threats across it. You stop them where they move, and govern agents where they act.
Control is speed
Every great industrial leap needs an equally clever way to control it. The steam engine got the governor, so it couldn't run itself to pieces. The power grid got the circuit breaker, so one fault couldn't take down a city. The constraint was never fuel. It was control.
Software has acted on its own for decades: trading stocks, screening for fraud, controlling industrial systems. But it acted on rails we laid in advance. Now, AI agents decide in the moment, and they decide broadly: moving data, spending money, calling services well beyond a company's own walls. Reviewing those decisions afterward isn't oversight. It's archaeology.
Ambition has outrun readiness. Cisco research found 83% of organizations plan to develop or deploy AI agents, and just 31% say they are fully equipped to control and secure them. The gap matters most where machines talk to machines. When a board asks what an agent decided, why, and under whose authority, dashboards have no answer. Some organizations hit the brakes. Others found they never had any.
Both responses miss the point. Oversight grew up at the edge of the network, built for risk that arrived from outside. Agents are already inside, and already reaching out. Just reinforcing the front door won't help. Control has to live in the path itself.
That's what we're building at Cisco. The same infrastructure that scales AI now observes, governs, and protects it. Every agent carries an identity. Every policy is enforced as it runs, not reviewed afterward. Every action leaves a record that survives an audit. None of this slows the agents down. It's what earns the trust to move faster.
Which leaves every chief executive one question for their CIO: when an agent acts, can we see it, stop it, and explain it?
For any organization that wants to move faster: build the control in and the brakes come off.
